Once the texture is gone, we sand any remaining powder off and prime the drywall. If needed we skim the surface smooth so you can finally have a ceiling that doesn't attract cobwebs and dust. If the house was built before 1980 there is a chance the popcorn contains asbestos. These ceilings can't be disturbed without testing first. If the budget doesn't allow for testing or it has been painted more than once, we have the option to overlay drywall or skim coat the ceiling smooth.
